Michael S. Richmond

Mike Richmond has been for 47 years an attorney in New Jersey.  During that time he served 25 years as a Municipal Prosecutor in six central jersey towns.  He also served as the attorney for fire districts, and code enforcement agencies, including several health departments.  He has tried cases before all levels of courts in New Jersey. 

Several of the courts where Mike served as Prosecutor, were some of the busiest in the State.  He and his former partner are the authors, of New Jersey Municipal Court Practice , by Gann Law Books.

Mike has served on the Municipal Court Practice and Animal Law Sections of the New Jersey State Bar Association.  During that service, he was a lecturer for both sections.  He has also been active with Sustainable Jersey, working on both the Animals in the Community and Gold Level Health Sections of that organization. 

A member of the New Jersey Public Health Association and  Legal Counsel to the New Jersey Local Boards of Health Association.  He has given numerous presentations on various issues in public health, emergency preparedness, and animal cruelty.   Teaching groups consisting of police officers, animal control officers, registered environmental health specialists, health officers and board of health members, for more than 15 years.


Geoffrey R. Goyette

Mr. Goyette spent almost 40 years managing private sector organizations from small start ups to multi- national corporations while living in Wisconsin, Illinois, California, New York, Louisiana, and New Jersey. He simultaneously spent 5 years as a Major League Baseball Player Agent, negotiating contracts for professional baseball players while continuing a successful full time management position. He is a certified New Jersey Animal Control Officer and Animal Cruelty Investigator and has worked as an Animal Control Officer and Animal Control Officer & Shelter manager. He is a member of the Sustainable Jersey Animals in the Community task force and co-founded an all volunteer 501c3 animal rescue organization. With CDI he instructs Animal Behavior, Wildlife  Principles and Pet First Aid for the ACO in the Animal Control Course as well as Animal Behavior and Pet First Aid in the Humane Law Enforcement Officer Course. Mr. Goyette has presented at numerous conferences as well as instructing a Pet First Aid Course for pet owners. He holds numerous other certifications including that of NJ Police Training Commission Instructor. As the Bureau Chief of the Middlesex County Animal Rescue Team he leads a  team that has responded to a number of disasters. He is the only Animal Control Officer in New Jersey who is a NJ Certified Emergency Manager. In 2011, he was recognized by the United Way as a “Hometown Hero” for his volunteer work with animals. His teaching partner was a state and nationally recognized certified Canine Good Citizen and AKC Therapy golden retriever named Belle who was inducted into the NJ Veterinary Animal Hall of Fame in 2014.
