Investigator Michael Melchionne

Investigator’s Melchionne started his career 1975. He attended the first Animal Control Officers class in 1983 as well as the first Animal Control Officers Course in 2000. In 1985 he founded and was the first President of the New Jersey Certified Animal Control Officers Association and currently serves as their training officer. Investigator Melchionne attended and graduated from the Passaic County Police Academy. He served as the Director of Animal Welfare Services for St Hubert’s Giralda. He then designed and implemented the Gloucester County Animal Control program and managed the new animal shelter. He presently serves as Chief Animal Control Officer /Animal Cruelty Investigator for Stafford Township. Among his numerous NJ State certifications he is a certified Police Academy Instructor under the NJ Police Training Commission. Investigator Melchione sit on several boards of directors including the NJ Animal Welfare Federation.

Sherry Ramsey, Esq.

An attorney licensed in NJ and NY Ms Ramsey received her J.D. at New York Law School .  Currently serving as the New York State Director for the Humane Society of the United States , she previously worked as an Assistant Prosecutor in NJ after which she opened her own office, specializing in Animal Law.  She is currently the Chair of the New Jersey State Bar Association, Animal Law Committee.  Ms Ramsey frequently speaks on Animal Law issues at legal conferences and animal related seminars in NJ and NY particularly on the issue of prosecuting animal cruelty.  She also served on Governor McGreevey's Animal Welfare Task Force as well as Governor Corzine's Environmental Policy Task Force. 

Colin T. Campbell, D.V.M, C.P.M .

Dr. Campbell graduated from the University of Illinois , College of Veterinary Medicine in 1984 after three years of undergraduate study at Bradley University . After practicing at an “all creatures great and small” veterinary practice on the eastern peninsula of Maryland , he joined the Mid-Atlantic Equine Medical Center in central New Jersey . Dr. Campbell was recruited by the New Jersey Department of Agriculture in 1988 and subsequently joined the New Jersey Department of Health and Senior Services in 1990, where he currently holds the position of Senior Public Health Veterinarian. In 1999 he completed the Fairleigh Dickinson University, Certified Public Managers Program.

Dr. Campbell lectures on issues of zoonotic diseases in animals, as well as people, and their control.

He lives in southern New Jersey with his two children, 5 cats and 2 birds.

Heather Cammisa

Heather Cammisa is the Executive Director of the Jersey Shore Animal Center in Brick, New Jersey.  The Jersey Shore Animal Center is a private, non-profit animal shelter with animal control responsibilities for Brick, New Jersey.  She also serves as a Board Member of the Animal Welfare Federation of New Jersey. Ms. Cammisa is both a New Jersey State Certified Animal Control Officer and Animal Cruelty Investigator.  She holds a Bachelors degree from Temple University and a Masters Degree from Rutgers University.

Ryan McDougald

Ryan McDougald is the office manager of the Jersey Shore Animal Center.  Prior to joining the shelter in 2001, Ryan worked as a veterinary technician/assistant for almost 10 years.  She is a State Certified Animal Control Officer, Certified Euthanasia Technician and Certified by the American Red Cross to teach Pet First Aid and CPR.  She started apprenticing with wildlife rehabilitation in the summer of 2005 and is working toward obtaining her Wildlife Rehabilitator Permit.


William J. Zaorski

Mr. Zaorski, a deputy attorney general of the N.J. Division of Criminal Justice, developed the instructor resource material on use of force, search and seizure and other criminal law subjects taught in all police academies in the State. He teaches use of force, search and seizure and other subjects in courses conducted by the Division of Criminal Justice.

He has lectured on search and seizure and other criminal law subjects at training programs for law enforcement officers throughout the State. He has developed special seminars on such topics as: Street Encounters of All Kinds; Legal Aspects of Interrogation 202; The Many Faces of Probable CauseAnatomy of a Search Warrant Affidavit; Investigating a Domestic Violence Case

He is a graduate of Seton Hall Law School and is a member of the State bar. He served a clerkship with the N. J. Appellate Division. He attended the Federal Bureau of Investigation National Law Institute. He was an Assistant Prosecutor in Monmouth County. He is a practitioner of Aikido, a Japanese martial art.

William M. Kelly

William M.  Kelly attended John Jay College of Criminal Justice in Manhattan, New York.  There he earned an Associate Degree in Police Science and a Bachelor of Science in Criminal Justice.  He went on to receive his Master's in Public Administration Rutger's University in New Jersey.  Mr. Kelly is also a graduated of the FBI National Academy in Quantico Virginia.   After serving in the US Army in Germany as a Specialist 4th Class, Mr. Kelly joined the Elizabeth Police Department.  Serving as Commander of the Patrol, Narcotic and Detective Divisions he has a wide range of experience in all aspects of law enforcement.  Mr. Kelly was selected to be commander of the Union County Narcotic Strike Force upon his graduation from the FBI Academy.   Mr. Kelly also served for 12 years as an adjunct professor at Kean University  in the Criminal Justice Department .  Upon his retirement after 32 years with the Elizabeth Police Department, where he achieved the rank of Deputy Chief, Chief Kelly took a position with the New Jersey Division of Criminal Justice.   At the Division of Criminal Justice his responsibilities included, management studies of various Police Departments,   Curriculum Development, and was the lead instructor in six courses offered at the Division to include: Sexual Harassment, Interview and Interrogation,  Training Management,  Community Policing,  Field Training Officer and Methods of Instruction. Chief Kelly also served for 2 years with the New Jersey State Police Street Gang Unit as the Training Coordinator.
